Commander rankings can shift slightly depending on the situation, number of red stars, and fleet composition—but I’m confident in the current tier placements. The top-tier commanders are those that consistently deliver stable performance across a wide range of scenarios.

Seasonal Commanders

EVE Galaxy Conquest uses a seasonal system—but unlike many games, seasons here are progressive. New players don’t join the current season; instead, they start from Season 1 and continue onward. This means newer seasonal commanders may be unavailable to you until your server reaches the corresponding season.

You can easily spot seasonal commanders by the star icon in the top-left corner of their portrait. The number inside the star indicates which season they belong to.

Why Create a Tier List for Eve Galaxy Conquest?

I was fortunate to start my journey on Server S21 Adia, which has experienced nearly constant PVP battles over the last two months. Then came Season 2, where massive corporations like Adia and ReForged brought serious heat—weeks of 24/7 combat! This gave me the perfect environment to test a wide range of commander and ship combinations. I also collected thousands of combat logs by monitoring grids and structures across the battlefield.

With over 600 hours invested and a huge library of data, I created this commander tier list to help you quickly evaluate new pulls and decide where to invest your valuable Nova Kredits and Legendary Data Chips. As someone who knows firsthand how crucial it is for free-to-play players (F2P) to get the most out of limited resources, this list is built with efficiency and long-term value in mind.

As of now, the game includes 37 ships and 66 commanders—offering a whopping 79,365 possible fleet combinations. But with draws relying on loot-fairy RNG, building a competitive fleet can be tricky. This guide is here to help you make the most of your assets and adapt your strategy to what you have.

Commander Testing Methodology: From Logs to Tiers

To create this tier list, I used a structured and data-driven approach:

Step 1: Proving Grounds

The Proving Grounds simulation is highly accurate. Even without clicking “Combat,” you can juggle fleets and observe different estimations, as the simulation generates a “dummy” opponent each time.

  • If I noticed consistent success but one simulation predicted heavy losses, I ran it manually to identify what was countering me.
  • By analyzing combat logs, I could pinpoint weaknesses in my composition and evaluate the commander’s role in the outcome.

Step 2: Guristas Pirate Testing

The Guristas pirates are relatively low in power, but they are excellent for testing early-turn performance. If a fleet can eliminate them on Turn 1 with no losses, it indicates strong initial performance, which is crucial for both PVE and PVP.

Step 3: PVP Matchups

For PVP testing, I gathered multiple data samples against common fleet compositions in the current meta.

  • I tested how my fleet performed against both hard counters and favorable match-ups.
  • Analyzing logs allowed me to evaluate the commander’s individual performance, even under extreme conditions.

Using these steps, I categorized commanders into five tiers based on their performance in different scenarios.

Tier Breakdown: What Each Rank Means

I have utilized an easy-to-understand 5-Tier visual table, a common and effective way to present complex data. Here is a breakdown of the tiers:

  • S-TierUltimate commanders
    Perform exceptionally well in any situation or composition. They are tough to counter and highly efficient against any enemy fleet. Pair them with any deputy commander and ship to create a strong fleet.
  • A-TierGreat commanders
    Deliver excellent performance in most compositions but can be countered in specific situations.
  • B-TierGood commanders
    Highly dependent on the team composition. With the right ship and deputy commander, they can excel; otherwise, they are a wasted slot.
  • C-TierMediocre commanders
    Situationally useful but not reliable. Assign them to non-critical roles like tile-cleaning, sieges, scouting, or decoys.
  • D-TierAvoid
    These commanders are either broken due to bugs or poor mechanics or simply not worth investing resources in. Use their files to unlock skills for higher-tier commanders.
